One of the primary factors in pricing a website is resources required. This can refer to internal and also external resources. Doesn't help much really does it...? So let's take a real world example...

Client: I want an online shop

OK, do you want an "off the shelf" cart application that you we show you how to update yourself and do you want integration with payment gateways such as PayPal and SagePay etc.

Do you want a Facebook page to promote your business and a link through to a Twitter account...? Do you also want a newsletter facility to keep customers updated...?

Would you like to promote your website through traditional media such as radio and press...? How about creating links through to other websites and banner exchanges back to yours...? While we're at it, how about an AdWords campaign...?

I bet you can hear me sucking my teeth already eh...?

Decide on a budget

If you were creating a new shop in a shopping centre then you would have a budget set aside for this, so why not do the same with a website. Also, if you invest your own time in the development and construction of the shop then it reduces the costs to you. The same applies to a website.

If you want the designer to load everything, take images, design graphics and then promote the online business then it'll cost more, if you take on some of these tasks yourself then it costs less.

So in essence it all comes down to how much money YOU have and how much of your own time you're willing to invest in the project...
