Search Engine Optimisation (SEO) is by no means an exact science. However, there are tried and tested proven ways of improving your website's performance when people are searhing for the products and services that you offer. Before you even start optimising your site though there are a few ground principles and ideas you might want to review before designing your plan. Now, most web designers will agree thatif a website is designed properly it shouldn't require optimisation, this is when you have to start talking about domain marketing. Unless your website has been designed really badly it's probably already in the Search Engine Results (SER) which puts you in a really good position, you can build on this.
Page Rank (PR) is something many people get hung up on and realistically it isn't as significant as having relevant content, even Google's Management team will tell you that "Content is King". PR is quite simply an indicator of your website's significance in the SER. For example, site "A" links to site "B", that is simply a vote for site "B", the more votes the site has the higher the PR. Yes, there's much more to it than that but in essence, that's it.
Again, on their own probably not that significant but if you choose to employ meta tags, title and description tags make sure they are relevant to the content of the website you are designing. Less is more, there is really very little value in creating 1,000 keywords when 3 will suffice.
Content is king. Ensure that all the content on the page is relevant to the product or service identified in the header tags such as the title and keywords and that it isn't repetative purely because you want to repeat the keywords. It has to be fluid and relevant.
